Guidelines and laws include Section 508 of the Rehabilitation Act of 1973 for US Federal clients, requirements suitable for public procurement of ICT products and services in Europe (according to EN 301 549), Web Content Accessibility Guidelines (WCAG) from the W3C, or ISO/IEC 40500 standards.
